The Wisconsin Interoperable System for Communications (WISCOM) is a shared system that first responders in communities across the state will use to communicate during a major disaster or large-scale incident. WISCOM will support up to four simultaneous conversation paths during an incident, dramatically increasing the current capacity available with statewide mutual aid channels and allowing responders from any area of the state to assist another community without losing communication capabilities.

Facility Planning Toolkits 

The Centers for Medicare & Medicaid Services (CMS) has published a emergency preparedness rule(link is external) for health providers participating in Medicare and Medicaid. This rule allows facilities to establish and maintain consistent emergency preparedness policies and procedures in order to increase patient safety during emergencies. This rule will establish a better coordinated response to any natural or human-caused disasters.

Wisconsin DHS has published a series of toolkits to help facilities develop plans and meet the CMS requirements.

NOTE: None of the tools or assistance provided by DPH or the regional healthcare coalitions guarantees any outcome during survey visits. Facilities are solely responsible for meeting CMS requirements.
